Overview
Nigeria’s renewable energy problem is not a legal one.
The law supports wind, biogas, and small hydro as fully as it supports solar, from establishing a clear licensing framework to guaranteed tariffs and tax reliefs.
However, deployment is another matter: these three technologies remain almost entirely undeployed in comparison with solar, while over 85 million Nigerians still live without electricity. Yet the path to deployment exists.
In this article, we map it out: the threshold questions every developer should ask before commencing a project; the licences, permits, and approvals each technology requires; and the question that decides whether a project gets built at all: how it will be financed. We then close with lessons Nigeria can draw from Germany’s Renewable Energy Sources Act (EEG).
